In 2004 the Federal target program “Electronic Russia (years 2002-2010)” passed its another stage, where the strategic alliance of the Scientific and Research Institute “Voskhod” and GazIntech together with several enterprises from particular industries took an active part. Joint efforts were targeted at designing a concept of creating the state system of manufacturing, processing and controlling passport and visa documents of a new generation, defining its architecture and doing a feasibility study.

A special role in the concept belongs to information technologies. The reason is that the main innovations in legal bodies’ routines are caused by the migration to automated work with ID documents that contain biometric data. The technological migration to the principles of automated biometric person identification is the major argument of the entire reform in this sphere.

A tangible result of the alliance’s efforts is a functional prototype demonstrating the IT infrastructure of the system. This prototype helps to model up the process of manufacturing, processing and controlling new passport and visa documents, and also demonstrates most common use-cases.
