Michael Fradkov, Head of the RF Government, has approved of the concept of creating the state system of manufacturing, processing and controlling passport and visa documents of a new generation (the Government’s order # 277-r, signed on 15.03.05).

The concept is part of a joint project of GazIntech and the Scientific and Research Institute “Voskhod”. The development of this concept was one of the tasks of engineering work on the topic “Design and implementation of a test zone of the Unified State Information System ensuring national security in the border defense sector, based on a unified secured telecommunicational environment for public purposes”.

The concept defines legal, social, economic, organizational and technical grounds for the introduction of passport and visa documents with biometric data in the Russian Federation.
